Determine available Microsoft 365 Service Plans and Licenses for Okta provisioning

Okta integrates with Microsoft 365 (M365) for provisioning and SSO. To ensure users receive the correct licenses when provisioned, and lose access to all Microsoft licensing when deprovisioned, administrators need to understand which service plans are included in each M365 license (such as Microsoft 365 E3).

Understanding this matters for several reasons:

  • Avoid license conflicts. Users can hold multiple licenses. Reviewing service plans helps prevent redundancies, reduce costs, and avoid overprovisioning.

  • Control service access. You may want users to access only specific services (e.g., Exchange Online) while excluding others (e.g., Power BI). Service plan details let you build granular Okta provisioning rules.

  • Meet compliance requirements. Understanding license assignments helps align with organizational policies, budgets, and audit requirements.

  • Troubleshoot access issues. If a user cannot access an M365 service, use PowerShell to verify that the correct licenses and service plans have been provisioned.

To identify the service plans included in your M365 licenses, use PowerShell to view licensing details, or refer to the Microsoft reference table if PowerShell isn't available.
